Pharometric is building the governed measurement framework that makes hidden suffering visible, helps accountable institutions pre-arrange protection, and gives people and AI systems a common language for learning what improves lives. It is designed to turn philanthropy from a sequence of difficult, one-off bets into a continuously monitored, self-correcting system—without letting machines determine truth, move money, or settle claims.

Large-scale giving is difficult because urgent decisions are often made after harm, with incomplete evidence, uncertain delivery paths, and weak feedback about what changed. Good intentions do not eliminate targeting error, dependency, capture, or unintended consequences.

A sponsor-funded structure changes the sequence. The mandate, measurement, response rules, accountable recipient, and verification plan are established before the defined condition occurs. A qualified insurer, facility, trust, public program, or grant vehicle holds the financial obligation. Pharometric supplies governed measurement and administration—not custody, risk capital, or unilateral authority over communities.

Donor-funded premiums already have precedent in development-risk finance, including the World Bank's Pandemic Emergency Financing Facility. That supports the funding pattern. It does not prove that every human condition is insurable.

No place is allowed to remain invisible.

The framework divides the world into small, consistent geographic cells—often drawn as hexagons—so missing evidence cannot disappear inside a broad regional average. A cell with inadequate evidence is marked dark, not healthy.

No dark hex stays dark. That is the operating rule: missing measurement remains an unresolved obligation until evidence improves.

Every in-scope place or represented community that is unmeasured or below its governed fidelity floor must remain visible, accumulate urgency as darkness persists, and carry an owner—or a visible ownership gap—a next evidence action, and a review date.

This is not a promise to invent data or achieve immediate universal coverage. A place can remain empirically dark until sufficient evidence arrives. It cannot be labeled healthy, quietly averaged away, or forgotten because better-measured places improved.

A geographic hex is an observation unit, not automatically a community. Community and population dimensions must be preserved where evidence and legitimate governance permit, so a favorable geographic average does not conceal a group living inside it.

Measure the failure correctly before choosing the money.

Fidelity failure
The evidence is absent, stale, correlated, or inadequate.

Fund measurement, independent verification, source restoration, or monitoring continuity. Low fidelity is not proof of either safety or severe suffering.

Floor breach
A sufficiently measured condition crosses a severe threshold or materially regresses.

Release pre-arranged liquidity or services through the named institution. Parametric insurance may fit when the legal, actuarial, and basis-risk conditions hold.

Progress shortfall
A measured condition fails to improve on the registered trajectory.

Trigger review, better measurement, intervention redesign, or pre-committed response capital. A grant or public facility may fit better than insurance.

Capital follows rules. Authority stays with qualified participants.

Pharometric's role is deliberately narrow: define and administer the measurement well enough that other institutions can make accountable decisions against it.

The commercial model is designed to scale through recurring data subscriptions, commercial redistribution, contract references, calculation administration, conformance, and approved protection infrastructure. Structural neutrality remains a governance obligation to build and demonstrate, not a status we ask visitors to assume.

Settlement remains governed by the contract, its named Pharometric release, and the qualified institutions responsible for coverage.
